PRINCIPLES OF CURRICULUM DEVELOPMENT
INTRODUCTION
The term curriculum derives from the Latin word ‘currere’ which means a kind of route which the learner travels or “to run the racecourse.” The etymological history of the word “curriculum” comes from this Latin word. Thus, currere is fundamental for understanding the meaning of curriculum development. All the activities going on the school or outside of the school is called curriculum. It is the foundation of intellectual, physical, moral and emotional development of the child
“Curriculum” is a series of all those learning opportunities which are planned and carried out by a teacher and pupil’s working together.
The modern concept of curriculum was developed with the beginning of Twentieth Century.  This concept of curriculum is different from the old one.  According to the modern concept, “curriculum” is not the name of text book knowledge of factual information.  It is not a static-view but a dynamic one.
Now-a-days, “Curriculum is used for the whole environment in which a child is given education.  It is a series of all those activities which a school performs to organize students for physical, social, moral and spiritual development.  These activities are necessary for the development of the balance personality of the child.
Before designing the curriculum, it’s important for the curriculum developers to agree on the purpose and principles of curriculum development and also get feedback from all stakeholders. There is no right or wrong approach to curriculum design, but all stakeholders should be clear on the aims and objective behind their chosen design. Without these principles, the curriculum is set to fall short of imparting required learning experiences which the propose curriculum intend to do.
Curriculum is the backbone of any education system, without a good curriculum no nation can achieve quality in education. Curriculum effect all dimension of a nation e.g. education, economy, moral values etc.
  Therefore it is necessary for designing a balance curriculum to follow the principles of curriculum development. Curriculum organization is a scientific process which involves basic principles on which its credibility exists. It is not just collection of content and topics.  It reflects philosophy and culture of the society.
Principles of curriculum development
Principle of Child-Centeredness
Curriculum is mainly for the students. And the purpose of curriculum is to impart learning experiences at a particular age and grade level that suit their age and mental level so, the age, interest, capacity, aspiration, needs and psychology of the learner should be taken in to consideration.
  Principle of Community
The needs of community and the needs of the learner should be taken in to consideration while developing curriculum. It is reflect of the values of democracy and main concerns of the country.
The principle of comprehensive curriculum
  • The curriculum must have complete details of the subject material, aids, activities, and list of all topics and content, responsibility of teachers and students should be clearly stated what is expected of them.
Principle of Balance / Integration
·         The curriculum should be balance from all aspects; Cognitive, affective and psychomotor objectives. Child and society need, these should be related to the social environment of the students. Importance should be given to the need of the child and balance between Child and Community needs.
The curriculum should be environmentally centered
  • The content of the learning experiences for children should be linked to students’ needs and environment in which the student lives. The difference of rural area and urban area should be kept in mind while developing curriculum.
Principle of Need
·         Curriculum should fulfill all needs of the learner e.g. Physical, emotional and social development. It should not be just the academic but also other equally important activities too.
Principle of Utility
·         Curriculum should provide very rich experiences, academic and social to students, furthermore the activities, content, and experience of the curriculum should be useful to the learner.
The principle of practical work
  • The curriculum should have activities because children are very active by nature and they like activities, they like to do things by doing therefore curriculum should be designed in such a way that it provides maximum opportunity to the child for practical work.
Principle of flexibility,
  • The curriculum should be flexible Instead of rigid. The organization of the curriculum should be based on the individual differences because every child is different from the other. Therefore, a flexible curriculum will address the needs and aspirations of the society and students.

Principle of Creativity
The curriculum should have enough content which encourage discovery, experimentation and provision of creative type of activities.
Principle of Preservation/Conservation
It should help in the preservation /conservation and transferring of knowledge, traditions, culture and norms to next generation.
Teachers allow students to access the curriculum through independent, small group, and large group. Teachers use curriculum planning for appropriate levels which allow all students to develop their skills and understandings. Teachers co-construct curriculum with students, parents and colleagues to maximize expertise.
CONCLUSION
Curriculum evaluation is the method to analysis the outcomes of the educational aims and objectives of the school curriculum. Proper Implementation of curriculum in learning institutions is equally important as curriculum development. While developing curriculum, experts should also keep the implementation of curriculum in mind. They should be aware of the economic, laboratory and environmental conditions of the schools and the availability of time and proper resources available as required for the proposed curriculum.
The curriculum is the totality of learning experiences that a child learns during school activities in the school environment. A constant review of the school curriculum will reveal any useful and useless content or objectives. A frequent review of the curriculum subject oriented, examination is necessary and brings change according to the need of curriculum and learners, the learning content which is not in conformity with the aims and objective of the teaching, rigid and outfits, the difference of age group should be replace. So, it is the need of time in Pakistan that the present curriculum should be reorganized in the light of the principles of curriculum development mentioned above.

Need and importance of curriculum development
Curriculum development explains all the methods through which teaching or training is planned and guides the learning process in learning institutions. This learning process could take place in groups or with individual learners. This learning process could take place inside classroom or outside the classroom. It could also take place in an institutional setting like school, college, training center, or in a social gathering in villages.
Curriculum development process
Curriculum development is a process which involve activities;
  • conceptualizing the curriculum
  • selection and organization of  the content, material and learning experiences
  • suggesting the method of teaching and ways of imparting these experiences
  • Evaluating the learning outcomes in terms of objectives attainment of desired subject.
In simple words
A curriculum refers to a defined and prescribed course of studies, which students must fulfill in order to pass a certain level of education.
CURRICULUM:
Encarta Dictionary defines “Curriculum” as:
“The subjects taught at an educational institution or the elements taught in a particular subject”.
The Oxford Advanced Learners’ Dictionary defines the word “Curriculum” as:
“The Subjects included in a course of study or taught at a particular school or college”.
Some influential definitions combining various elements to describe curriculum are as follows
  •  According to John Kerr a curriculum is a planned and guided by the school, whether it is carried on in groups, individually inside or outside the school.
  • The curriculum is a total learning experience provided by the school. It includes the content of courses (the syllabus), the method employed (strategies) and other aspects like norms and values, which relate to the way school are organized.
  • Thus a curriculum is neither a development nor a sequence of experiences. It is a plan for facilitating learning for students.
  • This plan starts with where the child is. It enumerates all the aspects and dimensions of learning that are considered necessary. It gives a reason why such learning is considered necessary and what educational aims it would serve.
In a nutshell,
  • The curriculum is a means followed by the teachers and students for achieving the set of goals, aims and objectives of education being provided in the school.
  • The purpose of curriculum is to provide all experiences. These experiences may be curricular or co-curricular, imparted by the school or college for the realization and achievement aims and objectives of school education system.
Old Concept of Curriculum:
According to old concept of curriculum, in the past the teacher used to impart some factual knowledge to his pupils and the pupil had to memorize it and produce it on the demand of the teacher.
In short, we can say that, in the old concept of curriculum was nothing but a second name of text book. This was a static view of curriculum because it emphasized only on the text book knowledge or factual information.
Modern concept of curriculum:
The modern concept of curriculum was developed with the beginning of Twentieth Century.  This concept of curriculum is different from the old one.  According to the modern concept, “curriculum” is not the name of text book knowledge of factual information.  It is not a static-view but a dynamic one.
Now-a-days, “Curriculum is used for the whole environment in which a child is given education.  It is a series of all those activities which a school performs to organize students for physical, social, moral and spiritual development.  These activities are necessary for the development of a balance personality of the child.
Need and importance of curriculum development
  • Curriculum development is a purposeful activity for the development of a nation
  • Curriculum is design or redesign for the realization of certain specific educational objectives according to needs of a society or a nation.
  • The curriculum is the foundation of imparting learning experiences to the student’s in school or college.
  • The curriculum should be reviewed and revised on a regular basis on the needs and requirements of a society and the learner so that it serves the changing needs of both students and society.
Following points highlight the needs and importance of curriculum development.
  1. The purpose of curriculum construction provides written curricular aims and goals which are the intended student over all development outcomes. These aims, goals and objectives are specified in detail.
  1. Continuous assessment and improvement of quality of curriculum; A valid and reliable assessment of curriculum is very necessary. The curriculum followed by an institution or nation should be reviewed regularly in order to maintain its effectiveness for the changing needs of the students and society as a whole.
  1. A rational sequence; curriculum educational activities are carefully planned in specific ordered.
  2. Making strategy in teaching and learning; Curriculum development helps in suggesting suitable teaching-learning strategies for institutions, teaching methods for teachers and instructional materials etc. It helps in the proper implementation of the curriculum and methods of teaching for of teachers and learning suitable opportunities for learners.
  3. It helps in the selection of learning experiences for learner. The main purpose of Curriculum development is for the selection of appropriate learning content and organization of learning experiences for learner. It helps in the selection of study material and educational activities for the learners so they acquire their aims, goals and objectives of teaching.
  4. The process of curriculum development is needed for conceptualizing a curriculum in terms of the determination of educational objectives for teaching-learning at a particular grade of school education.
  5. Curriculum development helps in the continuous and comprehensive education system. Continuous changes in curriculum and education system for the betterment of society and learner.
Curriculum development considers the need of providing a scheme of education that helps in teaching-learning process and outcomes. With proper feedback from society and learner it can bring necessary improvement in the teaching-learning process and environment in the institutions

Knowledge is all about facts information and skills acquired by a person through experience or systematic education system.it is the skill of;
  • Theoretical or practical understanding of a specific subject
  • awareness or familiarity gained by experience of a fact or situation
Plato defined knowledge as

Let us compare knowledge with wisdom. Knowledge is the accumulation of facts and information about a subject, while Wisdom is a process of synthesis of knowledge and inductive and deductive skills and develops insights on his experiences and experiences of others. Wisdom increases one’s relationships with others in society and brings new meaning of life. Education is a means of discovering new knowledge and things which we do not know, therefore it increases our knowledge.
According to imam Ghazali, knowledge can bring us closer to God as well as enhance worldly respect and position. Knowledge, according to him is not relative but has an entity in itself. It can raise the status of the individual, create self-respect and take him to the highest position in the society.
Knowledge is a familiarity, awareness, or understanding of someone or something, such as facts, information, descriptions, or skills, which is acquired through experience or education by perceiving, discovering, or learning. Knowledge can refer to a theoretical or practical understanding of a subject.

So, knowledge is a meaningful structure of facts and information about a specific subject or thing and its relationships. Thus we can define knowledge as
  • the facts of knowing
  • information or what is already discovered
  • the whole of parts and what can be learned or found out more
In modern era Term knowledge is a more enhance view point, it is the collection of information and facts and analysis and synthesis of these facts and information which lead to wisdom, therefore it can be concluded that knowledge and wisdom are interrelated to each other. We can further define knowledge as
  • assured belief
  • information
  • enlightenment
  • Practical skill and acquaintance.
The term ‘concept of knowledge’ used by teachers and educators refers to the information and facts that teacher teach and students are expected to learn in given subject and in a given time.
Old concept of knowledge is related to the facts, concepts, theories, and principles that are taught but not related to the skills such as reading, writing or research that students learn in academic courses.
New concept of knowledge is more enhanced view, it include learning of facts, concepts, theories, reading, writing, research and the wisdom that it bring in a person.
 Importance of Knowledge
  • Knowledge is the most powerful and important part of life of mankind
  • Knowledge has given man unlimited powers. Today with knowledge, man dominated the see, the sky, the space, the illness etc. it is the knowledge which make human being super and intelligent being on this planet 
  • Knowledge has helped humans to preserve knowledge and transfer it to next generation due to that our civilization made progress with time.
  • Knowledge accounts for the success of the people. The more knowledgeable you are, the more advantage you will have over other people in society.
  • This Power of knowledge should not be used for the purpose of destruction purpose but it should be for benefits of mankind

Types of Knowledge
In order to impart knowledge, it is important that we know about different types of Knowledge and sources of knowledge that exists in education. Knowledge is an awareness or familiarity gained by experience of fact or situation or by learning it from others. Knowledge can be theoretical or practical. All our knowledge is founded on the experiences of our elders which they gain during hundreds of centuries.
There are debates and disagreement over the different types of knowledge that exist today, this is because the concept of knowledge is purely philosophical and everyone and nation has a different opinion about knowledge; what is knowledge and what is not.
Here some initial types of knowledge that are based on experience
Priori knowledge:
A priori knowledge, in Western philosophy since the time of Immanuel Kant, knowledge that is independent of all particular experiences, as opposed to a posteriori knowledge, which derives from experience (Britannica).
  • The literal meaning of a priori is from before or from earlier; A priori is the knowledge that is attained through understanding of how certain things work
  • This type of knowledge comes from theoretical reasoning rather than actual observation or personal experience.

Existing in the mind, independent of observation or personal experience
Relating to what may be known through an understanding of how certain things work, rather than by observation or experience e.g. the proposition that all bachelors are unmarried is a priori.

Posteriori Knowledge
A posteriori knowledge, knowledge derived from experience, as opposed to a priori knowledge (Britannica).
A posteriori literally mean from what comes later or comes after
  • It is the knowledge which is gained through observation and experience
  • A posteriori knowledge depends on experimental evidence
  • It is empirical knowledge
  • Truths of physics, chemistry, and biology are examples of a posteriori knowledge.
  • This kind of knowledge is gained through experience using logic
In philosophy term, a posteriori is interchangeably use for empirical knowledge which is based on observation
