Educational Governance in Pakistan: Addressing the first education conference of the new nation of Pakistan (27 November-1 December 1947), the Minister of Education, Fazlur Rahman, sharply criticised the inherited British education system for its 'narrow utilitarian purpose', 'lack of realism', 'over-literary bias' and 'utterly uninspiring, soulless character' (Ministry of the Interior [Education Division), 1947: 6). Was this criticism well-founded? And did the intention to divorce from the past really translate into action later?
